Tropical Storm Ophelia made landfall near a North Carolina barrier island and brought with it heavy rain, wind and storm surges. Tropical storm conditions will continue through the evening along portions of the Outer Banks of North Carolina and the mid-Atlantic coast. September 22, 2023 - 15:00 (EDT) - Update 1

Tropical Storm Ophelia is forming in the Atlantic Ocean and is expected to impact portions of the southeastern coast of the United States. NOAA identified the storm could cause life-threatening storm surges, heavy rainfall and flooding. The mid-Atlantic U.S. east coasts are under a Tropical Storm Warning into Saturday night. All Hands and Hearts is closely monitoring the movements of the storm and its potential impacts.
